All language related queries should be sent in writing to the Oxford Word and Language Service. However please check the Frequently Asked Questions section first as you may well find your question answered there.
OED appeals and submissions
Details on how to suggest a new word, or contribute new evidence for a word already in the Oxford English Dictionary, are available from the OED website.
Alternatively, if you have a new word you'd like to tell Oxford Dictionaries about, you can email your word and a brief explanation of what it means, and if possible, where you came across it, to askoxford@oup.com
